Siaton streets busy as 4Ps members crowd the town


Siaton town, now a first class municipality, will only get crowded during Sundays. But on Monday, April 28, 2014, the town streets became as busy as 4Ps (Pantawid Pamilyang Pilipino Program) members come and go after claiming their subsidy.

Siaton is among fortunate towns that were included in the list of municipalities to receive subsidy from the government through the Department of Social Welfare and Development. This entitles families under poverty line to be included in the conditional cash transfer system that is carried out every two months.

The amount of cash received by each family depends on the number of qualified children plus the mother. According to members I've spoken with, the mother would receive Php500 while each qualified child would receive Php1,000.

The DSWD now requires parents to present receipts of goods purchased as there were previous reports that some parents spend the money other than the needs of their children. Unconfirmed rumors suggest there were fathers who spend the money in buying liquors after the cash was received.

Furthermore, to educate the parents about the purpose of the program, they are called for a meeting every month. This would also ensure that parents are actively participating in activities set by the department for the children.

Globe Galaxy S3 Problems After Android 4.3 Update


It was in October 2013 that the Android 4.3 update for the Samsung Galaxy S3 was rolled out in the Philippines. Globe, one of the largest carriers in the Philippines was actually quick to push the update over the air (OTA). While the roll out was good news to millions of Filipino owners, it came as a disappointment to several thousand users as it brought problems...many problems. Here are some of them...

1. Globe Galaxy S3 messaging has stopped

Problem: I just update my Samsung Galaxy S3 carried by Globe Telecom in the Philippines and after I successfully installed it, the error message that says "Unfortunately, Messaging has stopped." How do I fix this problem or error? Thanks.

Solution: I'm not sure if this problem is caused by a third-party app (specifically messaging app) so let's try to rule out that problem first. Try booting to Safe Mode. If the error message doesn't pop up while in that state, you may have installed a third-party messaging app that's causing this problem. Uninstall that app and boot to normal mode, I'm sure this problem is already fixed.

However, if the error message still pops up even in Safe Mode, clear both the cache and data of the Messaging app.

2. Gallery longer to load

Problem: Hi, my problem is that the Gallery app in my phone, Globe Galaxy S3, takes very long to load. I noticed this problem after I updated my phone to Android 4.3. Do you have a solution for this problem?

Solution:
I don't know what cloud services you're using but just for the sake of knowing what the problem really is, unsync them. After that, clear the cache and data of the Gallery app. Don't worry, you photos and videos will not be deleted, just the thumbnails. If this is a simple Gallery problem, this procedure will resolve this issue, however, if the problem persists, boot to Recovery Mode and wipe cache partition. If that doesn't solve it either, backup your data and perform factory reset.

3. Insufficient storage space error

Problem: Hello, after I updated my phone to Android 4.3 Jelly Bean, I keep getting the error message "App could be updated due to insufficient storage space." How do I fix this problem? By the way, my phone is Samsung Galaxy S3 from Globe.

Solution: Please do a little housekeeping and delete old files. Better yet, backup everything that is in your phone's storage to your computer and delete them from your phone. You're running Android 4.3 now, you should be able to move apps to your microSD card so please do that. If you're an avid gamer, try to delete data of games you don't play with anymore or uninstall them. This problem isn't an issue with the phone but your file management.

4. Globe Galaxy S3 doesn't boot after update

Problem: Hi, please help me with my problem because I can no longer use my phone. I have a Samsung Galaxy S3 from Globe and after I said yes to the update notification, my phone just won't boot. All I can see is the Samsung logo. My husband said to wait it up so I did and it's 9 hours now and it's still showing the Samsung logo. What should I do? Please help. Thanks. -- Maricar

Solution: Ma'am Maricar, this is a common issue with the Samsung Galaxy S3 but good thing it is common because there are workarounds. One way to solve this issue is to wipe the cache partition. Just follow the steps below and you'll be fine:
  1. While the phone is on, pop the back panel open and remove the battery for a minute.
  2. Place the battery back.
  3. Press and hold the Volume Up, Home, and Power buttons.
  4. When the phone vibrates, release the Power button but continue holding the other two until Android System Recovery screen appears.
  5. Use the Volume Down button to highlight 'wipe cache partition' and press the Power button to select it.
  6. Once the wiping of cache partition is done, highlight 'reboot system now' and press the Power button to reboot the phone.

5. Globe Galaxy S3 turns screen off while in a call

Problem: Hello, I am an old lady and I'm new to smartphones. Well, my daughter gave me a Samsung Galaxy S3 under contract with Globe. My grand son said he updated it recently but there's one thing that seems to annoy me; the screen turns off when I'm on a call. I know because I always use headsets. Before the update, I was able to take calls with the screen turned on the entire time. So, can you help me with this, please.

Solution: Hi, I think it's just a messed up setting that causes this problem. Please follow the steps below to fix this problem:
  1. From the Home screen, tap the Apps icon.
  2. Tap the Phone application.
  3. Tap the Menu key, and the select Call Settings.
  4. Tap or uncheck the 'Auto screen off during calls.'
  5. Your phone's screen will stay on during calls from now on.

Time 100: Introducing the Most Influential People in the World


The 'Time 100' issue of Time Magazine fronted by Beyoncé Knowles, features this year's 100 most influential people in the world.



Time Magazine has recently unveiled its 2014 list of the "Most Influential People in the World," in which the names of U.S. President Obama and Pope Francis emerged among the listings highlights.

Time 100 recognizes Pope Francis, who is likewise featured in an inside article written by the U.S. President Barack Obama.

Topping the entire list is the famed member of Destiny's Child, Beyoncé Knowles, eclipsing other high-profile figures in the entertainment bracket, including Seth Meyers, Pharrell Williams and Kerry Washington.

Also in the list are a few influential political, business and cultural leaders like the Amazon founder Jeff Bezos, Federal Reserve Chairwoman Janet Yellen, and Hillary Clinton.

Aside from standing out in the Time 100, Hillary Clinton also surfaced as writing on another honoree on the list, in the person of U.S. Secretary of State John Kerry.

Here are other names tagged among the world's most influential people, as unveiled in the 2014 Time 100 honorees and luminaries writing on them:

New Study: Computer Gaming can Boost a Child's School Grade


Here's another benefit a child can get from playing tactical computer games. A new study claims that a six-year-old child who plays computer "mind" games or memory-enhancer computer gaming programs is more likely able to get higher grades in school.


Research shows that computer games, particularly the ones designed to improve planning, strategy and memory can also develop creative thinking ability among children.

The latest research is conducted by a group of researchers led by Andrea Goldin at the Physics Department, University of Buenos Aire. 

The team had been observing a total of 111 first-grader as respondents from two public schools in Argentina. These children belong to the low socioeconomic status. The group has been thoroughly scrutinizing each of these kids, allowing them to play selected computer games over a period of 10 weeks.

The main objective of the study is to determine how such activity affects the performance of each of these children in school.

Computer games that are used for this experiment are those aimed at improving working memory, planning and cognitive control necessary for purposeful, goal-directed behavior.

Later findings have shown that these training games have helped improve some but not all aspects of a child's executive functions. Nevertheless, teachers of these children have also noticed improvements. As measured by the teachers, respondents of the said research have posted better grades in mathematics and language.

According to the authors' report, these games have equalized academic outcomes between children who attended school regularly and those with irregular attendance due to family and social circumstances.

Findings then suggest that computer games that enhance executive functions on a child can likewise yield to improvements in school performance's real-world measures.

A complete article on this research labeled "Far transfer to language and math of a short software-based gaming intervention," is currently published in Proceedings of the National Academy of Sciences or PNAS.

MERS-CoV reaches Philippines, Six Negrenses suspected of possible virus infection


OFW passengers of Etihad Airlines Flight EY 0424, a flight from the Middle East, are reportedly at risk of accumulating the Middle East respiratory syndrome (MERS-CoV) infection, according to the Philippine health authorities lately.

Pertinent reports said that six of these OFW passengers are from the province of Negros Occidental and Oriental.

Provincial health officer, Dr. Ernell Tumimbang, on Tuesday said that the four Negrenses, were immediately quarantined as precaution, and luckily tested negative. The first two were released Monday while the other two on next day.

According to Dr. Tumimbang, four of these Negrenses, including a female manager, a male seafarer, a male engineer and a female nurse are from Bacolod City. The one from Talisay City is a male technician. The other one is from the town of Toboso.

The four OFWs from Bacolod City were confined at Corazon Locsin Montelibano Memorial Regional Hospital, according to Dr. Tumimbang.

As stated in pertinent sources, a total of 22 people have been quarantined for possible infection of the MERS-CoV. Fourteen of them are now isolated at the Vicente Sotto Memorial Medical Center (VSMMC), one in a private hospital in Cebu, two in Negros Oriental and the other four in Bacolod City, Negros Occidental.

The Department of Health is now reminding all Filipinos working abroad, particularly those in the Middle East countries to be always vigilant against extant health threats in public places.

MERS-CoV Overview

MERS-CoV or the Middle East respiratory syndrome coronavirus was first identified in a 65-year old patient with acute pneumonia, from Saudi Arabia, in April 2012.

MERS-CoV is identified as a positive-sense, single-stranded RNA novel species of the genus Betacoronavirus. Other term for MERS-CoV is EMC/2012.

The latest MERS-CoV cases have been reported as of April 16th, 2014, in several countries including Jordan, Qatar, Tunisia, Saudi Arabia, Malaysia, the United Arab Emirates and the Philippines.

Of the overall MERS count of 238, 92 of the infected people have reportedly died from complications.

According to the World Health Organization, the infection could more likely spread through breathing in of the contaminated air. Global health officials insisted that the "risk of sustained person-to-person transmission seems to be very slow."

Health authorities now fear for the healthcare workers, as they are highly exposed to amass MERS-CoV infection through human to human transmission.

Siaton goes after talipapa vendors


The Municipality of Siaton already has a Market Code as approved by Vice Mayor Teodorico Yap and sanctioned by the Sanguniang Bayan.  This is to ensure that the people would have a clean and well-managed market to buy goods that is why the town is going after 'talipapa' [a temporary fish market] vendors.
This is the street [going to Brgy Datag] where fish vendors used to display their goods.
In early March this year, authorities started the implementation of the Market Code driving away fish vendors who were displaying their goods along the streets of Siaton.

Perhaps, the only advantage of having to buy from these vendors is that they often offer their goods at a lower price. While we understand it's a way of life for some, the inconvenience they cause to a lot of people when they lay their products in the narrow streets of Siaton is just too much.

Bad odor

Dead fishes laid in containers unfrozen the entire day would surely give off unpleasant odor, not to mention the freshness of the product is already compromised. This inconvenience doesn't disappear when these vendors disappear because based on my personal observations, they would not even bother cleaning the area they occupied.

Street disturbance

It's very inconvenient, not to mention dangerous, for pedestrians to walk in the middle of the street because talipapa vendors already occupied gutters on both sides. As a motorist, it's also a concern I want the local government to solve.

I'm not happy that their day-to-day income would be affected by the ordinance the town is implementing but it is for the greater good of the many.

New Weather Disturbances Spotted


The Philippine weather agency, PAGASA recently detects anew weather disturbance, in a form of Low Pressure Area (LPA), which has entered the Philippine Area of Responsibility(PAR) on April 21st, Monday, at around 10:00 o'clock in the morning.

According to PAGASA, the new LPA will be called "Ester" once it reaches the Tropical Storm (TS) category.

Weather forecaster Mario Palafox, in his latest weather report revealed that the LPA was lately spotted and estimated based on all available data at 510 km East of Borongan, Eastern Samar (11.4˚N, 130.6˚E) while ridge of High Pressure Area (HPA), stretching across Northern Luzon.

Palafox said that the chances of this new LPA turning into a tropical storm is approximately less than 50%.

“Mga less than 50% po ang chance niyang maging bagyo," Mr. Palafox explicated.

The newly-spotted LPA is expected to cause cloudy skies, with small to moderate rainfalls and thunderstorms across Eastern Visayas, particularly over the provinces of Samar and Bicol region.

Partly cloudy to cloudy weather is expected to transpire in the entire country with isolated rainshowers or thunderstorms mostly occuring in the afternoon or evening.

PAGASA is also detecting yet another LPA approaching the Philippine Area of Responsibility, to date. The Philippine weather bureau further said it will likely take three more days for this new LPA to enter PAR.

5.9-Magnitude Earthquake jolts Vigan Tuesday morning


A 5.9-magnitude earthquake jolts several places across Ilocos Norte and Ilocos Sur, including the city of Vigan, early Tuesday morning (April 22) at around 4:45A.M.

According to Phivolcs, the epicenter was spotted 70 kilometers west of Vigan City, Ilocos Sur.

Experts identified the recent quake was tectonic in origin, measuring a depth of 16 kilometers.

Intensity IV was felt across Vigan, Sinait, Cabugao, San Juan, Sto. Domingo, Magsingal, San Ildefonso, Bantay, Cauayan, Sta. Catalina, Santa, Batac and Paoay, Ilocos Norte.

Intensity III jolted the places of Narvacan, Sta. Maria, Burgos, San Esteban, Ilocos Sur while Intensity I across Pasay.

No reported casualties, injuries or damages from the most recent quake, so far.

Justin Beiber, Manny Pacquiao posed for camera


Manny Pacquiao reportedly bumped into the Canadian pop star Justin Bieber while shopping with Team Pacquiao at the Nodstrom store on Wednesday, April 16. While it has been known to the world that the controversial teen idol is a big fan of Floyd Mayweather, Jr., both celebrities gamely posed for the camera together.

Four days after defeating Bradley, the team reportedly went shopping at Nodstrom where Pacquiao spent $20,000 for his teams shirts and pants, according to TMZ Sports. He also bought a pair of Ferragamo shoes for himself and proceeded to the Apple store where he unexpectedly bumped into Bieber.

The photo that is circulating the internet doesn't actually say who's a fan of whom. But we sure have seen Pacquiao with a little bit of Bieber in him before through his hairstyle.

Ex-champ Broner challenges Pacquiao


The former three-division champion Adrien Broner calls on to fight the eight-division champ Manny Pacquiao outside the 147-pound weight limit.

Boxing fans would be thrilled to watch the match but it is such an empty claim considering the former is with Al Haymon and Golden Boy while the latter is with Top Rank.

Broner, who succumbed to Marcos Maidana in 2013, said he just want to give a shout-out to Timothy Bradley, whose recent loss is with Pacquiao, because he thinks the Desert Storm didn't get the credits he deserved. He added that he could fight the PacMan at 115 if he could make it.
"And I want to give a shout-out to Pacquiao. And who knows? Sh**, I ain't scared to fight that motherf*****. Sh**, tell him to come on. I'll fight him. I don't care where we fight if I fight Pacquiao. Sh**, we can fight at 115 if I can make it."
Such bold words would remain as such because the match he wants would happen only in his fantasies. While many would surely want to see who gets pounded by whom, Bob Arum wouldn't want to arrange a mediocre match for his money maker.

Pacquiao's trainer Freddie Roach already said that he is comfortable fighting at 140 pounds or in Light Welterweight division, which he already defeated Oscar De La Hoya, Shane Mosley, Miguel Cotto and recently Timothy Bradley Jr.

The Place

Siaton is officially deemed among the first class municipalities in the province of Negros Oriental, Philippines. It has a total population of 73,285 people, as indicated in the 2010 census.

Siaton is comprised of 26 political barrios/barangays including Albiga, Apoloy, Bonawon, Bonbonon, Cabangahan, Canaway, Casala-an, Caticugan, Datag, Giliga-on, Inalad, Malabuhan, Maloh, Mantiquil, Mantuyop, Napacao, Poblacion I, Poblacion II, Poblacion III, Poblacion IV, Salag, San Jose, Sandulot, Si-it, Sumaliring, and Tayak.

The present Local Government unit of Siaton is ruled and managed by the Honorable Mayor Alberto G. Ator.

The People

Locals of Siaton are called "Siatanons."

Siatanons by nature are generally conscientious, friendly and hospitable. Despite the seemingly livid accent, the town folks are actually gentle.

The Culture

Siatanons' culture varies from generation to generation. Typically, elder folks are tagged 'conservative' Siatanons while the latest generations as 'contemporary'.

Religion in the place also varies. But the majority of the people are Catholics.

People in Siaton are using Cebuano as primary dialect and medium of communication in the place.
